Announcement on the establishment of the International Academic Affairs Department Liaison Office in Wuhan


1. Background and Basis

In response to the strategic deployment of the Singapore and Chinese governments on deepening educational cooperation, and to implement the policy requirements of the "Outline of the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Long-Term Goals for 2035" and the "Promoting the Joint Construction of the Belt and Road Initiative Education Action", The Asia Pacific School of Business (APSB) has been reviewed and approved by the school's Board of Directors (Supervisory) and Academic Committee to establish the International Academic Affairs Department Liaison Office in Wuhan (hereinafter referred to as the "Wuhan Liaison Office"). As the academic hub of our school in central China, this institution will systematically promote regional educational collaborative innovation, deepen strategic cooperation with universities, research institutions and enterprises along the "Yangtze River Economic Belt", and respond to the industry-education integration initiative under the framework of the China-Singapore (Chongqing) Strategic Connectivity Demonstration Project.

II. Organizational Positioning and Functions

The Wuhan Liaison Office is a branch of the International Academic Affairs Department of The Asia Pacific School of Business and undertakes the following core functions:

1. Academic Resource Integration

Coordinate the academic cooperation network in Central China (Hubei, Hunan, Henan, Jiangxi), and establish a regular exchange mechanism with "Double First-Class" universities such as Wuhan University, Huazhong University of Science and Technology, and Zhongnan University of Economics and Law.

Promote joint research projects with relevant teaching units and scientific research institutions in Central China, focusing on cutting-edge fields such as digital economy, green finance, cross-border e-commerce, and international business education.

2. Talent Training Innovation

Construct a five-in-one training model of "government, industry, academia, research, and application", jointly build internship bases with Wuhan East Lake New Technology Development Zone (Optical Valley), Wuhan Economic and Technological Development Zone and other industrial parks, and carry out "order-based" talent training.

Establish the "Nine Scholars Program", which subsidizes 10-20 outstanding students to go to campuses in Singapore, the United States, France and other places for academic exchanges each year, and the credit recognition scope covers more than 30 partner institutions of the school.

3. International Certification Promotion

As the contact point for international certification bodies or academic organizations such as ACBSP (Accreditation Council for Business Schools and Programs Certification), EEQA (EduTrust Education Quality Accreditation), IAPUC (International Association of Private Universities and Colleges), and AUAP (Association of Universities of Asia and the Pacific) in Central China, we provide certification consulting and evaluation services for regional universities.

Organize the "International Business Education Certification Summit Forum" to promote the alignment of the certification system of business schools in Central China with international standards.

4. Academic Conferences and Think Tank Construction

Host the "International Seminar on Business Innovation in the Yangtze River Economic Belt", invite internationally renowned experts, scholars, professors, or senior executives of Fortune 500 companies to participate, and publish the "Blue Book on Business Development in the Yangtze River Economic Belt".

Establish the "Asia-Pacific Business Research Institute" and cooperate with well-known Chinese universities, business associations and other institutions to carry out special research on cross-border data flow, blockchain finance, etc.

III. Organizational Structure and Management

The Wuhan Liaison Office implements the "dual director responsibility system", with Dr. Yoang Lee, Deputy Director of the International Academic Affairs Department of our college, concurrently serving as director, and Prof. Youhui Wang, a distinguished professor of the school's resident education group in China, serving as executive deputy director. It has four functional departments:

1. Academic Cooperation Department: responsible for signing inter-school cooperation agreements and designing joint training programs.

2. Certification Service Department: providing ACBSP, IACBE, AAPM and GAFM certification consulting, and organizing certification training.

3. Industry Liaison Department: connecting with local governments, industrial parks and enterprises to promote the implementation of industry-university-research projects.

4. Administrative Guarantee Department: coordinating financial, legal, personnel and logistics management.

IV. Strategic Significance and Social Value

1. Regional Education Collaboration

As the "crossroads of nine provinces" and the education center of central China, Wuhan has 83 universities and 1.3 million college students. The establishment of a liaison office will effectively integrate regional education resources and promote the integrated development of education in the "Yangtze River Economic Belt".

2. International certification radiation

The international certification rate of business schools in Central China is less than 15%. The Wuhan Liaison Office will help regional universities improve their international competitiveness through certification guidance such as ACBSP, IACBE and EEQA.

3. Industrial talent supply

Aiming at the needs of Wuhan's pillar industries such as "optical core, screen, terminal and network", we will cultivate compound talents with an international perspective. It is expected that 2,000 business professionals will be provided to the region in the next three years.

6. Supplementary provisions

This announcement shall take effect from the date of publication. All work of the Wuhan Liaison Office shall be supervised by the Academic Committee of the University, the Ministry of Education of China and relevant government departments. Any matters not covered shall be interpreted by the International Academic Affairs Department.
