Announcement on the revocation of Minghua LI and Nannan WOON degree certificates

Minghua LI, male, Chinese nationality, student number AB2-018-0306, was originally an undergraduate majoring in digital media art at the School of Art of our school (mixed academic system, joint training). In July 2022, he passed the review of the school's degree evaluation committee and was awarded Bachelor's degree in Arts Management, degree certificate number: AP020638417, Accredible certification number: 3068794. The student's dissertation (graduation project) indeed plagiarized other people's works. According to Article 32 of the "Code of Academic Ethics and Morality", "Measures for Dealing with Dissertation Fraud", (Ministry of Education Order No. 34) Article (a) 12, "The Asia Pacific School of Business Degree Awarding Management Measures" Article 5 Paragraph 7 of the article and Article 14 of the "Regulations on Punishment of Fraudulent Dissertations of The Asia Pacific School of Business" and other documents stipulate that after deliberation at the school's degree evaluation committee meeting, it was decided to revoke Minghua LI's bachelor's degree and cancel his degree certificate. It is now announced.

Nannan WOON, female, American nationality, student number AG2-019-3602, was admitted to our school as a master's student in Chinese language and literature in 2019. She graduated with a master's degree in Chinese language and literature in August 2021. Degree certificate number: AP200800322, Accredible certification Number: 3172063. After verification, Nannan WOON's master's degree admission photo (2019) and Nannan WOON's master's degree graduation photo (2021) are not portraits of the same person. Nannan WOON violated Article 32 of the "Academic Ethics and Moral Model" and Article 5 of the "2019 Postgraduate Registration Procedure Announcement", which requires candidates to digitally confirm the registration information and take electronic photos.

According to Article 25 (2) of the Higher Education Law of the Ministry of Education: “For those who enroll in violation of admission regulations, the school will not issue completion certificates, graduation certificates, and degree certificates; , the school must withdraw or revoke it, and report to the Ministry of Education, the Private Education Council or the relevant accreditation agency to declare the certificate invalid in writing.”

Article 62(a), (c), and (f) of the Ministry of Education’s Higher Education Act stipulates: “For those who obtain admission qualifications or student status in violation of admissions regulations, the university shall cancel their student status and shall not issue completion certificates, graduation certificates, or degrees. Certificate; the university shall recover, revoke and report the issued certificate of completion or graduation certificate or degree certificate to the Ministry of Education, the Council for Private Education or relevant accreditation agencies, and declare the certificate invalid in writing.”

According to the provisions of the above documents, it was reviewed and approved at the 5th President’s Office Meeting of The Asia Pacific School of Business in 2023 and the Degree Evaluation Committee Meeting on October 9, 2023, and jointly signed by the Dean and Provost: it was decided to cancel Minghua LI and Nannan WOON academic certificates and degree certificates, and cancel registered academic certificates and degree certificates in accordance with relevant procedures, and report to the Ministry of Education, the Private Education Council or relevant certification agencies to declare the certificates invalid.

According to Articles 19 and 31 of the "Student Management Regulations of The Asia Pacific School of Business": "Decisions on processing, disciplinary decisions, and notices of disciplinary actions, etc., should be delivered directly to the students themselves. ...If they have left school, they can be delivered by mail. ; If it is difficult to contact, you can use the school's official website, news media, etc. to deliver it by announcement." Since Minghua LI and Nannan WOON have left the school and are difficult to contact, the above decision will be delivered by announcement. If you have any objections, you can appeal to the school within 30 days from the date of this announcement.
